Update to IEEE-SA Standards Board Bylaws

The Board of Directors of the Institute of Electrical and Electronics Engineers (IEEE) voted on February 8, 2015 to revise its bylaws regarding its patent policy for patents including at least one claim that is necessary to implement an IEEE standard (i.e., an essential patent). 

Some of the highlights are that (1) an IEEE member who owns such an essential patent will make available a license for the essential patent to anyone for a reasonable rate; (2) the essential patent owner may include a condition of reciprocal licensing of any essential patents of a would-be licensee that cover the same IEEE standard; and (3) the essential patent owner will not seek an injunction or similar order unless a would-be licensee fails to participate in a negotiation for, or comply with, a license for the essential patent.
